Yes, Mr. President, the State must be digital. It must be

sound budgetary management. Finally, it must be
because more than 50% of France's GDP is in the public sector,
and if this mass doesn't mobilize
in a sector as strategic as the Cloud, France
will not have the means tomorrow to participate in international competition or benefit from the ripple effect on
SMEs.
Participating in the world championships while only
running on one foot is more complicated, especially in a market experiencing
hypergrowth (11x between 2015 and 2017).
The public sector is currently undergoing a digital transformation in the relationship between public authorities and citizens,
and in the working methods of public servants. This is
resulting in changes to the use of public services,
the organization of administrations, and the skills
required by citizens. The government has clearly understood this
and wants to benefit from this transformation. This is evidenced by
the recently presented Major Investment Plan and
the Public Action Plan 2022 announced on October 13, 2017.
To truly adopt such a radical transformation
and achieve the President's ambitions, it is imperative
that government departments have the best tools, and
this starts with the foundation: IT infrastructure.
The government has a unique opportunity that must be
characterized by an equally radical ambition: to empower
IT departments to meet the
ambitions of public servants and citizens. The objective is therefore clear:
to help IT departments become "yes, it's possible" departments
thanks to the agility and security of the Cloud.

The objective of this document – prepared by all the
members of the EuroCloud France association, which represents
nearly 200 cloud companies in France – is to inform
the French government and public bodies about
how they can accelerate the reform of
public organizations through a smart
cloud policy. Our proposals are based on what has already
been implemented in France, benefit from the experience
accumulated by public organizations around the
world, and aim to make France a pioneer in the
transformation of public organizations by leveraging
the cloud. By following these proposals, the French State would be the
first in the world to have a cloud policy.
France would no longer be just the “startup nation” but
also the “cloud nation.”
