EuroCloud France publishes 17 recommendations for responsible, efficient and sovereign public AI

Paris, June 5, 2025 – As government ministries finalize their AI roadmaps at the request of the President of the Republic, EuroCloud France, with the support of the French Telecoms Federation, the Cap Digital and Systematic clusters, and CISPE, is publishing a groundbreaking report and 17 concrete recommendations for successfully integrating AI into public services.

Paris, June 5, 2025 – As government ministries finalize their AI roadmaps at the request of the President of the Republic, EuroCloud France, with the support of the French Telecoms Federation, the Cap Digital and Systematic clusters, and CISPE, is publishing a groundbreaking report and 17 concrete recommendations for successfully integrating AI into public services.

This report aims to help the French government catch up, as France currently ranks only 20th out of 27 in the European DESI ranking for digital public services.

“AI will only be able to transform public action if it is supported by a robust cloud infrastructure, ethical governance, and a clear political commitment,” emphasizes Alban Schmutz, President of the Public Affairs Commission of EuroCloud France and CEO of Cloud Data Engine, who led the report’s drafting.

17 recommendations, 4 pillars… and some thought-provoking ideas

In this report, cloud and AI stakeholders propose ambitious and sometimes bold measures:

💥 Systematically train senior civil servants in AI governance, with modules on competitive intelligence, fact-checking, and critical thinking.

🧾 Assess the use of AI with each new hire in the public sector to consider automation on a case-by-case basis.

⚖️ Create a “Public AI Manager” label to certify the skills of managers in AI projects.

💸 Establish a dedicated VAT recovery fund for AI so that local authorities can reclaim VAT on their AI investments.

🔍 Track the origin of AI models used in public administration, with a target of 30% of models being developed in France.

🔒 Impose strict traceability and strategic autonomy requirements in the selection of AI and cloud providers, including real-time monitoring of bid compliance.
📊 Establish a Public AI Observatory to monitor the real impact on citizens… and avoid empty promises.

⚠️ Propose a “Buy European Act” for AI in public procurement to rebalance the power dynamic with foreign hyperscalers.

Structuring support and a collective approach
Eurocloud thanks the organizations that supported this contribution, which is part of the collaborative work undertaken by digital associations, particularly during major elections.
